FRIDAY, DECEMBER 13, 2002 President Bush on Thursday revived his faith-based initiative to make it easier for religious and charity groups to receive federal funds. Bush promoted the effort early in office. But legislation to implement it never took off in Congress. Executive orders issued yesterday direct federal agencies to eliminate "barriers" to religious and charity groups. They don't go as far as what was originally proposed. For instance, they don't allow the groups to be exempt from local discrimination laws and don't extend a tax credit to the groups. Get the Story:
