Senator Pete Domenici (R-New Mexico), the incoming chairman of the Senate Energy Committee, is working with the White House to open the Arctic National Wildlife Refuge to development by including the controversial proposal in a budget reconciliation bill, The Wall Street Journal reports.

The maneuver allows drilling proponents, mostly Republicans, to skirt an expected Democratic filibuster. A reconciliation bill only needs a simple majority to pass while 60 votes are needed to break a filibuster.

Sen. Daniel Inouye (D-Hawaii), who will serve as vice-chairman of Senate Indian Affairs Committee once the Senate reorganizes, voted in favor of development last year as did Sen. Ben Nighthorse Campbell (R-Colo.), the panel's incoming chairman.
