Bush budget heavy on defense and deficit

TUESDAY, FEBRUARY 4, 2003

President Bush on Monday rolled out a $2.23 billion budget built on increased defense spending, tax cuts and a deficit.

Spending for domestic programs was largely flat with increases targeted in specific areas. The deficit is forecast at $307 billion for fiscal year 2004.

Democrats in Congress said the proposal was fiscal irresponsibility at its worst. Republicans were more welcoming but some are questioning the permanent tax cuts, which will contribute to the deficit.
