"Open, free debate by the public's elected officials should decide the future of America's public lands, with backers of competing uses courting public opinion.

Instead, some people -- notably Alaska's congressional delegation -- have sought to make key decisions quietly and behind closed doors. The vehicle they're using is Congress' Omnibus Appropriations Bill.

They've been partially thwarted."
