FCC divided over telephone competition rules

The Federal Communications Commission on Thursday gave the telephone industry a mixed victory.

In a 3-2 vote, with chairman Michael Powell dissenting, the FCC maintained rules requiring the four regional Bell companies to lease local networks to rivals at a low cost. The rules are meant to foster competition in the states.

But the commission split on a vote affecting high-speed Internet service. The majority swept away rules that require the Bells to offer to rivals low-cost leases on their broadband networks.
