GOP fails to force vote on appeals court nominee

Senate Republicans failed in a second attempt on Thursday to break a Democratic filibuster against Miguel Estrada, an appeals court nominee.

Estrada was nominated by President Bush nearly two years ago. Democrats don't want to confirm him until get more information about the Supreme Court cases he worked during a 1992-1997 stint at the Department of Justice.
