Peru's first Indian president given mixed reviews

Alejandro Toledo took office in July 2001 as Peru's first democratically-elected president of Indian descent, riding on promises of social and government reform.

Those campaign pledges have proved hard to implement. Although Peru's economy is growing at 5 percent a year, the country's poor Indian population hasn't seen immediate benefits. Toledo still has three more years to create 1 million jobs.

Politically, Toledo hasn't been entirely successful either. He got rid of his first Cabinet because it was seen as "out-of-touch." A personal scandal -- his refusal to acknowledge a daughter born out of wedlock -- also cost him popularity.
