A critic of the Department of Justice said a policy requiring staff members to clear their contacts with members of Congress is an "an attempt to muzzle whistle-blowers," The New York Times reports.

DOJ says the directive, issued March 27, is merely a codification of what has occurred for years at the department. But Sen. Chuck Grassley (R-Iowa), who has been particularly critical of the FBI, says the order has halted the dissemination of information.

"I consider most whistle-blowers that I have met to be conscientious, honorable people, their higher-ups consider them a skunk at a picnic," he was quoted as saying.
