THURSDAY, MAY 1, 2003 Navajo Nation President Joe Shirley Jr. only has four members of his administration in place but is working to hire more division directors, The Gallup Independent reports. Shirley has been criticized for not having his team in place 100 days into his administration. One nominee, a holdover from the Kelsey Begaye presidency, faced doubts but was eventually confirmed.
