The San Juan Capistrano, California, city council voted 4-1 to approved a Catholic school development on a 29-acre Juaneno burial ground.

Some members of the Juaneno Band of Mission Indians testified against the project at a hearing last night. One tribal leader said the opponents will consider going to court.

A rival faction of the tribe agreed to the development.
