House exempts Defense from environmental laws

The House voted Wednesday to exempt the Department of Defense from two major environmental laws while the Senate approved a more restricted version.

The House measure, part of the department's authorization bill, allows the military to bypass the Endangered Species Act and the Marine Mammal Protection Act. Supporters said the laws are hindering training and testing.

The Senate version doesn't extend to the Marine Mammal Protection Act. Also, the Pentagon can waive the Endangered Species Act only if the Department of Interior approves a conservation plan for the affected species.
