The White House Office of Management and Budget announced a policy aimed at speeding up outsourcing of federal jobs.

The Bush administration has identified 850,000 federal jobs as essentially commercial in nature. The goal is to open half to competition.

OMB is requiring all federal agencies, including the Department of Interior, to submit a list of potential outsourced positions by June 30 of each year. The actual competitive process would take a year or so to complete.

The policy is described in OMB Circular A-76.
