Tribal leaders from the Northwest said legislation to limit environmental review of hydroelectric power projects will infringe on their treaty and land rights.

Sen. Larry E. Craig (R-Idaho) drafted the bill. It prevents tribes and environmentalists from challenging approval of dam projects while allowing dam operators the ability to dispute conditions imposed on them.

Sens. Dan Inouye (D-Hawaii) and Jeff Bingaman (D-N.M.) are introducing an amendment to counteract Craig's measure.
