Norton's Three M's: A maddening meaningless mantra

MONDAY, JUNE 9, 2003 "She's been called the Stepford Secretary," a Democratic aide in the House says of Secretary of Interior Gale Norton. "She comes before Congressional committees and smiles and is good at brushing aside pointed questions." Critics make similar assessments of Norton, former attorney general for Colorado. They say her "Four C's" philosophy -- communication, consultation, cooperation and conservation -- is more like the Three M's -- a maddening, meaningless mantra. Her friends tell The New York Times she does a good job at balancing the competing interests before the Department of Interior. "I can't imagine her saying an unkind word about anyone," Lynn Scarlett, one of Norton's assistant secretaries, says. "I have never heard her raise her voice in two years here." Get the Story:
