THURSDAY, JUNE 12, 2003 Opposition to a tribal takeover of the National Bison Range in Montana "borders on being racist," The Great Falls Tribune says in an editorial. The paper says the Confederated Salish and Kootenai Tribes have the capability to manage the range. "They -- not the Bureau of Indian Affairs -- control tribal functions on the reservation," the paper says. Not so for the Blackfeet Nation, the paper says. The tribe has a connection to Glacier National Park but doesn't have a self-governance compact and needs time to "establish a more successful track record" in management, the paper says.
