The slow-moving Bureau of Indian Affairs was blamed for the lack of home ownership at a housing conference in Montana.

The BIA's land title system is backlogged, forcing prospective owners to wait as long as six years for a title report, according to the National American Indian Housing Council. A Census Bureau report found that only 91 conventional mortgages have been made on Indian land between 1992 and 1997.

Other barriers to home ownership include poverty, unemployment, lack of lending institutions and lack of real estate services.
