Tim Smiley, a man from the Flathead Reservation in Montana, is seeking federal recognition for all the "lost" Salish, Kootenai and Pend Oreille descendants.

The Confederated Salish and Kootenai Tribes have a blood quantum requirement. An attempt to allow lineal descendants like Smiley to enroll in the tribe failed earlier this year.

Smiley says there are 13,000 lineal descendants on the reservation. "My goal is to enroll every one of them," he tells The Missoulian.
