Hispanic arts fair adopts blood quantum requirement

THURSDAY, JUNE 26, 2003 Artists who want to exhibit their works at the Hispanic Arts Building at the New Mexico State Fair will be asked to declare their Hispanic heritage. The State Fair Commission has adopted a one-fourth blood quantum rule. Some had complained that artists who were exhibiting at the fair weren't Hispanic. Get the Story:
