Tom Poor Bear, a member of the Oglala Sioux Tribe of South Dakota, filed a lawsuit this week against the state of Nebraska, alleging violating of his civil rights and those of the Lakota people.

Poor Bear is not asking for money damages but instead is seeking change. He says the state doesn't treat American Indians the same way as it treats others.

He cites the lack of progress in investigating the deaths of 50 Lakota men in and around Whiteclay, a border town where alcohol is sold. His brother was among those recently killed.
