The Seneca-Cayuga Tribe of Oklahoma plans to open a portable Class II bingo hall in September while it finishes work on a permanent facility in New York, The Syracuse Post-Standard reports.

"We need the income," Chief LeRoy Howard told the paper.

Local and state officials contend the facility will be illegal. They say the tribe no longer has sovereign rights in New York.

The tribe purchased 229 acres in its land claim area in New York.
