Haskell highway talks still fragile

Officials from Haskell Indian Nations University in Kansas and other Native Americans are doubting whether the state is serious about offering an alternative to a highway the school and environmentalists say will damage sacred wetlands.

The so-called 31st street route is the center of the dispute. The Department of Interior says it will formally oppose the highway proposal unless the street is removed.

The state appeared to want to consider a viable alternative. But now, opponents say the state isn't living up to its pledge.

The state says it is just trying to find a common ground.
