Tribes take courses via network

The Portland State University offers courses in tribal governance through a new master's program at its school of government. A high speed video and audio network connects the university to students on three Oregon reservations: Grand Ronde, Siletz, and Umatilla. The program was instituted to encourage more tribal members to work in tribal government. According to Theresa Julnes Rapida, Associate Professor of Public Adminstration and the program's initiator, only one of every three employees in tribal government were Native American in 1996, compared to two of every three.
