The Michigan Senate's Natural Resources and Environmental Affairs Committee on Tuesday voted to delay allowing oil and gas development under the Great Lakes.

The vote encourages the state not to allow drilling for the next two years while a study is pending. Gov. John Engler supports drilling.

House Speaker Rick Johnson and other Republicans say they are working on a bill to ban drilling outright.

The U.S. Congress is considering legislation to ban federal drilling leases in the Great Lakes.
