EPA gets more market friendly

In a move which indicates the Bush administration will be more corporate friendly, the Environmental Protection Agency has approved emissions trading plans for two more states.

Emissions trading plans are a market-based approach that encourage financial incentives for companies who voluntarily comply with clean air standards and develop new technologies to help reduce emissions. EPA Adminstration Christine Todd Whitman has supported them as has Secretary of Interior Gale Norton.

But there are doubts about whether such programs actually work. The Clinton administration began experimenting with the idea but a former EPA employee says no one really knew if theya actually had an effect.
