MARCH 29, 2001 Following is a list of national monuments declared by President Clinton which are the subject of a letter Secretary of Interior Gale Norton sent to state, local, and tribal leaders on Tuesday. "The Interior Department is opening up lines of communication with local people that were not always properly fostered in the past," said Norton. "Local people have intimate knowledge of their land and can offer first-hand insight and perspective to promote stewardship in these cherished areas." ARIZONA:
