For much of the past six months, Secretary of Interior Gale Norton has pushed the "Four Cs" as central to her job as overseer of federal and Indian resources and lands.

According to one environmentalists, her four Cs add up to one big F. "I would suggest another 4-Cs: controversy, contradiction and capitulation, all in the service of corporations," Jane Danowitz, director of the Heritage Forest Campaign, told The Denver Post.

Norton yesterday released a statement praising her efforts in office. Naturally, she pushed successes rather than controversies, including the trust fund debacle.

But according to her press secretary, Mark Pfeifle, Norton has been applying her skills of conservation, communication, consultation, cooperation and conservation to the trust fund debate.

"The essence of successful trust reform is to implement Secretary Norton's Four Cs," Pfeifle told Indianz.Com. "and we're moving steadily in that direction. We've issued orders to streamline Indian trust reform. We created a new office of historical trust accounting, headed by Mr. [Bert] Edwards."
