EPA delays scale back of power plant policy

The Environmental Protection Agency on Tuesday delayed a proposal to scale back strict environmental regulation of aging coal-fired power plants.

The EPA will instead release the Bush administration's findings on the New Source Review program next month. The program was implemented during the Clinton administration as a means of reducing toxic emissions at power plants.

The energy industry charged the rules made it overly difficult to maintain plants. Several high-profile Republicans, including former Montana Governor Marc Racicot, lobbied the Bush administration to change the policy.

Environmentalists and some Democrat Attorneys General, including Richard Blumenthal of Connecticut, have decried the cut-back. The Justice Department denies it has become lax on going after violators.
