Missouri River decision dropped

The Army Corps of Engineers on Thursday dropped controversial parts of a proposal to change the water flows in the Missouri River.

The Corps had been considering raising spring flows and cutting back summer flows in order to protect endangered species of birds and fish. But under a revised draft environmental impact statement to be released at the end of the month, the spring rise has been dropped and the agency has declined to suggest a "preferred alternative" or action to take.

Farmers and the barge industry have opposed the spring rise. President Bush, on the campaign trail, said he would prevent it.
