Federal, state and tribal officials in the Pacific Northwest aren't properly controlling how much fish is being taken from the Columbia River basin, an independent assessment has concluded.

In a report to the federal agency that oversees endangered species protections, the Salmon Recovery Science Review Panel criticizes various officials for not providing a scientific basis in how they determine how much salmon and steelhead can be fished. The panel says treaty rights issues should be examined to ensure the species aren't being over-fished.

The report was provided to the National Marine Fisheries Service. Environmentalists say it proves the government isn't protecting the fish well enough.
