Calif. tribas protest development laws

Tribes in California are worried the state's development laws won't protect their ancestors and artifacts from being lost forever.

While large companies are required to pay for archaeological surveys when they want to develop their land, small, private homeowners aren't subject to the same requirement. State law gives local governments the ability to decide whether or not to consider how development will affect archaeological resources.
