Monument proposed for Utah site

In his State of the State address last night, Utah Gov. Mike Leavitt (R-Utah) said he would ask Secretary of Interior Gale Norton to recommend the San Rafael Swell become a national monument.

The 620,000 acre area of southeastern Utah is home to historic petroglyphs. It is about 140 miles southeast of Salt Lake City.

President Bush would have the power to designate the area a monument. As Secretary, Norton would make the recommendation.
