Bush announcing global warming plan

President Bush today will announce his long-awaited alternative to a global warming treaty he pulled out of last year.

Bush withdrew from the Kyoto Protocol, which former President Bill Clinton signed but the Senate did not ratify, saying it did not address economic concerns and didn't apply to developing nations. Now, he is offering a plan to reduce the emission of the greenhouse gases though to contribute to global warming without hurting the economy.

As such, it is based on voluntary programs, tax credits and incentives rather than forcing the industry to stop pollution.
