Gov. Tony Knowles on Thursday officially unveiled his solution to a long-running debate over subsistence.

Knowles wants the state constitution amended to allow for a subsistence priority. Currently, the state forbids a priority to any resident, including Alaska Natives.

But that conflicts with federal law, which has resulted in a federal takeover of much of Alaska's waters. To assume control, Knowles has proposed to recognize an rural priority and a secondary priority for urban residents.
