Kitty litter fight looms

A battle over a proposed kitty litter operation in Nevada is shaping up as a key test of an 1872 mining law.

Oil-Dri Corp. wants to build the clay mine and litter plant on federal land next to the Reno-Sparks Indian Colony. Tribal members and environmentalists heavily oppose the project.

But the company, and critics, say the 1872 Mining Law may favor the industry. Secretary of Interior Gale Norton wants to reform the law, a task attempted by her predecessors, all of whom failed.
