Senate Republicans on Wednesday tried to force debate on drilling in the Arctic National Wildlife Refuge.

Democrats are promising a filibuster if a pro-drilling provision amendment is added to the energy policy bill. GOPs, who don't have the 60 votes to break the debate, said it was unfair not to allow discussion on the merits of oil and gas development.

An amendment could be offered as early as today.
