Rules on gene research proposed

The federal government is proposing new rules that appear to loosen standards regarding medical research on human subjects.

The new rules require scientists who perform experimental research on humans to report immediately any problems only that they believe are caused by their treatments. But the National Institutes of Health, in the past, has always required scientists to report any problems, such as deaths or life-threatening events, regardless of how they may have been caused.

In a related story, the drug company SmithKline Beecham has halted tests on a stroke and heart attack drug due to a number of deaths of patients taking it.
