FEBRUARY 2, 2001

President George W. Bush on Thursday unveiled a plan to spend about $1 billion over the next five years in an attempt to increase economic, education, and other opportunities for 54 million disabled Americans.

The program, called the New Freedom Initiative, also seeks to increase home ownership by the disabled. Funding to increase technology options for disabled workers is also part of the plan.
