Senate begins debate on patients' rights

The Senate on Tuesday began debate on a patients' bill of rights, a key priority of Democrats who are now in control of the chamber.

Edward M. Kennedy (D-Mass.), John Edwards (D-N.C.) and John McCain (R-Ariz.) introduced a bill to give Americans with heatlh care greater powers to sue providers. But some provisions are opposed by Republicans and President Bush.

Bush, however, does support a rival bill introduced by Bill Frist (R-Tenn.), John Breaux (D-La.) and Jim Jeffords (I-Vt.).
