After initially expressing doubts about an agenda that includes references to abortion counseling services, the Bush administration plans on sending a high-level official to an on an upcoming international conference on children's health.

State Department Spokesperson Richard A. Boucher said the administration is still deciding whom to send. Secretary Colin Powell probably won't go but Education Secretary Rod Paige or Health and Human Services Secretary Tommy Thompson might be sent.

The United Nations' World Summit for Children begins September 19 in New York. It will last three days.
