SEPTEMBER 28, 2000 The state of Colorado is urging expectant mothers to gain weight, citing a study in which the state had a high rate of low birth-weight infants. The state's Department of Public Health and Environment commissioned a study to look into the issue. The state's rate has been above the national average for the last 50 years.
