The youth population on South Dakota's reservations is straining day care, law enforcement, housing and other services, say tribal workers and officials.

The exact growth of the population under 18 is not known. On several reservations, a large portion are youth, according to the Census 2000.

Combing with poverty and lack of jobs, the large population contributes to the crush on services, say officials. Especially hit are juvenile and health programs.

The Rosebud Sioux Tribe is building a new jail to house the growing number of juvenile offenders. The tribe has also developed programs to deal with the increasing cases of diabetes in its youth.
