Non-voting seats proposed for tribes

Senate Majority Leader Chuck Chvala on Monday proposed that Wisconsin's tribes get four non-voting seats in the state legislature.

The state's 11 tribes would have three delegates to the 99-member Assembly and one to the 33-member Senate.
