Officer faces citizenship question

JUNE 12, 2000

The state of Arizona won't let Russ Jock, a patrol officer for the Tohono O'odham Police Department, be a certified peace officer since they claim he is not an American citizen. The Arizona Peace Officer Standards and Training Board notified Jock, who was born in Canada, that he must undergo the naturalization process in order to become a peace officer.

The Jay Treaty of 1794 between the United States and Great Britian contains provisions for natives like Jock, who is from the Mohawk Nation, to travel freely between the borders of the US and Canada.
