MONDAY, JULY 16, 2001 In an editorial, The Sioux Falls Argus Leader says the state and tribes shouldn't rush to judgment over a recent Supreme Court decision on tribal sovereignty. In response, the Oglala Lakota Tribe has been drafting a resolution to ensure that extradition procedures as laid out by the 1868 Treaty of Fort Laramie are respected.
