Study cites welfare reform problems

A University of Utah study on the effects of welfare reform on the Uintah-Ouray Reservation shows that families have been negatively impacted.

The study says the 36-month time limit for public assistance in Utah hurts families living on the reservation. And even though Congress has exempted reservation residents from time limits, the exemptions don't benefit families on the reservation because they don't meet the requirements.
