MAY 29, 2001 The Santee Sioux Tribe of Nebraska owes $4.6 million in fines for refusing to close down its Class III gaming facility. The money may never be collected but the tribe's bank accounts have been frozen due to the defiance. That has prevented the tribe from pursuing other non-gaming economic opportunities. The tribe has replaced all of its slots with pull-tab machines so that the casino can stay open without a state compact. The National Indian Gaming Commission will issue a ruling on whether the tribe's new pull-tab machines are Class II. Although it has removed the offending machines, the tribe is still looking for ways to offer Class III gaming, whether by compact, Department of Interior intervention, or an amendment to the state constitution.
