Gaming tribes hold power

Compacts signed between California's 61 gaming tribes and Governor Gray Davis leave regulation and control of the large industry in the hands of the tribes. Tribes point to already successful operations in the state as well as elsewhere to the ability of tribes to manage their own operations without giving up sovereign rights to the state. They also point to cooperation with the state in order to keep their casinos operations. Critics charge sovereign immunity will prevent the state and citizens from redress when problems arise.
