JUNE 22, 2000

Business owners on the Seneca Nation in New York are upset about a bill which penalizes certain mail and package carriers for delivering cigarettes without state tax stamps. Business owners depend on services like Federal Express and UPS to bring cigarettes onto sovereign land.

A spokesman for the Governor said he is concerned about the sale of cigarettes to children on the Internet and will sign the bill into law. Assemblyman Jeff Klein told The Buffalo News that he wants to make sure the Seneca are "paying their fair share of state taxes."

Seneca business owners operate about three dozen web sites which sell cigarettes, more than any other tribe of corporation in the Internet market, according to The Buffalo news.

The bill does not affect packages delivered by the US Postal Service.
