Tulalip Tribes take bold steps

By starting their own city and seeking to retain sales tax on businesses, the Tulalip Tribes of Washington have taken steps the rest of Indian Country will be closely watching.

Having made strides for financial independence through gaming, the tribes began operation of the Quil Ceda Village. It hosts a WalMart, a Home Depot and other businesses.

Through the city, the tribes hope to collect taxes that would otherwise go to the state. But they have run into opposition from lawmakers.
