Congressman named in casino report

The opposition of representative Jim Oberstar of Minnesota to an off-reservation casino in Wisconsin drew federal attention to the proposal, says a final report on the issue.

An aide in Oberstar's office told FBI agents Oberstar had a conversation with Secretary of Interior Bruce Babbitt. Babbitt and Oberstar denied speaking about the casino and alleged political affiliations of the three Ojibwe tribes who are proposing it.

Babbitt was cleared of wrondgoing by Independent counsel Carol Elder Bruce.
